A lot of it has to do with sponsorship of the telecast, and buying of advertising space. For instance, last year Steven Johnson had an in-car camera sponsored by Shell Helix. Now that Westpoint sponsor the team, and haven't bought advertising time on TEN, the chances of an in-car camera are nil. Greg Murphy has an in-car camera due to SuperCheap Auto being a sponsor of the telecast. Holden and Ford have individual in-car cameras they allocate to Mark Skaife and Marcos Ambrose. VB has one, as does Caltex for Russell Ingall. It's all sponsorship, and not TEN favouritism, even though it does seem like it at times.
